I thought that the pounce ability only lets it get 2 extra claw attacks (with the hind legs)... I don't have the text in front of me, but I don't think the pounce let's you bite. You just get two claw rakes.
I dunno... the only time I ever see a great cat standing around clawing at something is vs. a lion tamer or something it's trying to fend off. When it gets serious, you always see footage of tigers and lions and such running, chasing down, and leaping onto their prey. Basically, I'd assume that a Tiger is ALWAYS charging if it's moving to engage... it just seems like the kind of tactic the animal would use.
I'd always rule the cat has to move at least 10 feet to charge. I just don't get the point of "partial charges" and it looks like they're going to be removed anyways.
Hmmmm - I think there will still be a "partial" charge. They said that they are getting rid of the term "partial actions". There is no such thing as partial actions in d20 Modern either but you can still make a charge in a surprise round (which is, a partial charge

Because it's really not necessary. Of course, it also really hasn’t been removed, either. There are still plenty of times when you can only do a single action, and those are still there. If you've seen Wheel of Time, Start Wars, or d20 Modern, you've seen what the game looks like without the partial action. Personally, I thought the term was handy to have, but as the Sage I saw groups self destructing over it, so I'm not gonna miss it at all.
I see why you're confused about pounce, and my bringing up the MM2 version confused you more. Here is the Pounce entry from the SRD for a leopard:
Pounce (Ex): If a leopard leaps upon a foe during the first round of combat, it can make a full attack even if it has already taken a move action.
Thus, in the first round of combat ONLY, if it moves it still gets to make a Full Attack (claws and bite). If it hits with the bite then it can make a grapple attack and if successful, it can rake. Thus, in the first round of combat a leopard that moves changes from only being able to make 1 attack to being able to make 5.
THAT's how it works. Speculation on whether or not the dire tiger would charge is meaningless. The current rules state FIRST round only. What I mentioned was that in MM2, there are two creatures with pounce. With those SPECIFIC two creatures, it states they can pounce with a charge. It has been debated a couple of times as to whether or not pounce has been changed or if it was just those two creatures. Me, personally, I like being able to pounce on a charge. Others think it makes dire tigers, for example, too powerful. Use whatever you want.
