Perfect two weap.fight. and speed weapon

PERFECT TWO-WEAPON FIGHTING [EPIC]
Prerequisites: Dex 25, Greater Two-Weapon Fighting, Improved Two-Weapon Fighting, Two-Weapon Fighting.
Benefit: The character can make as many attacks with his or her off-hand weapon as with his or her primary weapon, using the same base attack bonus. The character still takes the normal penalties for fighting with two weapons.
Normal: Without this feat, a character can only get a single attack with an off-hand weapon (or two attacks with an off-hand weapon if he or she has Improved Two-Weapon Fighting, or three attacks with an off-hand weapon if he or she has Greater Two-Weapon Fighting).

I don't remember if the wording is the same in the original book but does it means that if you have a speed weapon in your primary hand with a BAB of 16+ you can also strike 5 times with your off hand?
I don't think that's the intent but the wording lets a possibility.

No. I interpret your bolded line to mean that the character gets as many attacks with the off-hand weapon as he does with the primary weapon based on BAB. The primary hand weapon for someone with 16+ BAB is getting 4 attacks due to BAB. The extra attack with the speed weapon is not due to BAB and so isn't a factor for the feat.

That's the point, because they didn't used the same language than for the preceding feats maybe they wanted to allow the possibility to make more than 4 attacks with the off hand weapon thereby reinforcing that combat style vs the two handed one or the multi-attacking creatures in epic levels.
