As a person with a somewhat specialized tech background, my experience has been that there is essentially no causal link between management understanding what I do and the quality of the management.

I've worked under people that don't have the slightest clue what skills I bring to the organization but are good at managing, can facilitate inter-office communication, and work well with HR, and I've worked under people who were promoted from the exact same job I'm in and gave me the worst management support ever. And also vice versa. Just random.
