In many cases the Library staff isn't even involved in the process of vetting and licensing the software to begin with.

If enshittification is when a business does it for profit, what's it called when say for example the public library changes their website to make it harder to look for something?

I think enshittification involves making something worse in order to wring more short-term profit from it. For example, if you make the search algorithm worse in order to make it take longer for users to find something, thereby keeping them on the site longer which means they'll see more ads, that's enshittification.

Which reminds me I need to make my Thanksgiving monsters before my week off gets away from me and do whatever Shadowdark conversion is necessary to run Deep Delve (originally for Cairn) this weekend.

(It's 99% Moria, so most of the stuff is in Shadowdark already, but there's a few bespoke monsters I need to create counterparts for and I might move the balrog analogue in a more alien direction, to account for the fact that it's a depth crawl and I want to give a reason for the tunnels shifting around between expeditions.)

I actually have that, one for 5E and one for Shadowdark. I'm going to be making up a low level cranberry ooze (suitable for attacking people wading through a cranberry bog) and gourd blights.
