Scribus is free, so I'm taking a crack at that.

I have messed around with scribus, and have a friend who uses LaTeX. I use affinity now because it is less expensive, though in the past I have had adobe. I have used word, and officelibre too. If you are going to publish with dtrpg their two supported ones are adobe and affinity, for which they have templates for as well. It is basically a pdf that gets submitted though, and have seen people using scribus.

Good luck. I could never figure that one out. I gave it months and it was still just as opaque at the end as the start. It was easier to refurbish a dying computer with an old version of InDesign still installed and use that rather than learn scribus. You might be better off using a basic word processor and a simple two-column layout and exporting to PDF.
