player says his wizard has the paragon half elf feat?

Wrong Paragon...Wizards keep reusing words and it confuses people. These are paragon classes for each race in Unearthed Arcana
Just wait for the day someone posts, "The phaerimm managed to blow up a lot of sharn." ;)

The +24 will save seems a bit unlikely... Considering its unlikely he can join any caster prestige classes before 6th level, thats half-elf paragon 2/wiz 3/xx 7. xx including at least 1 level of mage of the arcane order

half elf gives +0 will, wiz gives +3, 1 level of MoAO gives +2. The cloak gives +5, which means his wisdom bonus and his 6 remaining levels need to give +14 will save combined. This means he'd need to find 6 more prestige classes to qualify for that all offer caster progression (to achieve his 11 out of 12 caster levels) and a good will save (6x2 = 12). Not only that, he'd also need a 14 wisdom. For each 2 points his wisdom exceeds 14, he could take 1 less prestige class (assuming he stopped at 2 levels of each to maximise will save gains).

The int headband is irrelevant as int doesn't boost will saves.

Edit:
Ok some new stuff appeared while I was writing that.. assuming he took the +2 will save secret of loremaster he could be wiz 3/half elf 2/moao 5/loremaster 2 (the combination of the last 2 doesn't matter too much for will saves, either way it adds up the same) = +3 +0 +4 +3 +5 (cloak) +2 (secret) +2 (iron will) = 19... That leaves him with a 20 wisdom ?

Some thing sounds screwy. He should only be getting a d8 hit dice for the half-elf paragon levels. And that other stuff sounds like alot of BS.

In any case it sounds like you have an idiot power gamer, the worst kind, he thinkgs he knows what he's doing and really doesn't have a clue.

YOU need to get a grip on your game. YOU need to tell him what PRCs are allowed. If you don't tell him a class is allowed he should assume that it isn't allowed.

One other thing that's not clear - is this the character he wants to play, or the character he's currently playing? If this is only on paper - the character he wants to play, but the campaign hasn't started yet, what you really need to do is sit down and figure out what all this stuff is. Then figure out if it is actually legal. Finally figure out if you want to allow it in your game or not. You just need to calm down, read through the stuff, and think about it.

I know I need to get control of this guy thats why Im posting this problem

I figured you guys know a lot of the rules and build info so Im counting on that. Either way it sounds like Im gonna have to sit down before gaming tonight for an hour and go over this dudes pc.

Oh and yah I know the Paragon gives him a d8 and that Wiz gives a d4, I just wanted to kmow more of the Paragon rules.

I think a lot of players and DMs forget the following reality of RPGs: no matter how powerful, twinked, or broken a PC is, the DM can still kill yoiur character. Thus, one might as well make an interesting character, because powergaming is irrelevant. When the players turn up the numbers, the DM turns up the CR of the encounters. The net effect is still the same, you're just working with larger numbers.

is there a feat that allows a pc to sub int mod in place of wisdom?

PLayer says he bought a feat that allows him to substitute his int mod in place of his wisdom
is there such a feat?

If a PC is seriously broken compared to the other PCs, challenging the party becomes problematic: If you want to challenge the others, the twink will walk over the encounter. If you want to challenge the twink, the other PCs get slaughtered.
Generally.
Less severe cases of this problem exist as well, naturally. Unfortunately.

Very possible there could be, there are lots of feats out there. But remeber, you don't have to allow it.

Complete Adventurer has a few feats like this, quite possibly including this particular one.
