Sure, you can spend a feat on Weapon Finesse-but there are so many other useful feats for a monk to pick up, it's very efficient to have a high Strength instead.

It's irrelevant to utilize a class's most useful ability score? Then why are there so many Rogue's with high Dex, and Barbarians with high Str?
