Hmmm. I kinda liked the "Do I upcast counterspell to make sure that spell is countered, or do I risk the spellcasting ability check?" minigame. Counterspell as it is written is overpowered for sure, but I don't know if I like it being reduced to a Con save either. Especially since this means bosses can spend Legendary Resistances to force through counterspells (maybe that's a good thing? I dunno.)counter spell

It isn't dispelling a spell, but interrupt a creature casting a spell, so it now affects the target.
So the spellcaster is the target, and it is a saving throw the target makes.... which means higher cr monsters will be harder to counter.
Counter spell no longer waists the spell slot.

Of course, they have to stop the nonsense where NPC statblocks have their main "magical" abilities be uncounterable for any of this to matter.
