Well, we already know the 9 options that will be in the new PHB. More might be nice, but 9 with submarines is a solid foundation, considering moat will just want to play Human or Elf anyways.
 


13-15 sounds about right to me. That's enough to cover all the big concepts without overloading the PHB. My line up would be:

Human - classic, has to be there
Elf - classic, has to be there
Dwarf - classic, has to be there
Halfling - classic, has to be there
Gnome - classic, has to be there
Orc - modern classic, has to be there
Dragonborn - modern classic, has to be there
Tiefling - modern classic, has to be there
Aasimar - holy mirror of the tiefling
Warforged - built, robotic type
Changeling - shapeshifter
Fairy - small, tricky, cute, flyer
Tabaxi - Cat based furry species
Some Canine based species - Canine furry species
Aarkoccra - Bird based species, flyer

This second list(except halfling and gnome) can all be accomplished with 1st level heritage feats and additionally with 4th level feat if needs be.

So we need 4 races/ancestries plus maybe 2 or 3 small(halfling, gnome, goblin)

I'd like 12, but, will settle for the 9

On top of the 9 1D&D already has (especially gnome, as I will actively fight to keep gnomes around), I'd go with

Goblin. While a third small choice, goblins are incredibly popular and will go along well with orcs now being playable
Aasimar. Counterpart to Tieflings to pretty much just fill the gap but, they're a bit of a conspicuous absence
Tabaxi. Cat-people are a fantasy Thing these days. May as well embrace it. Plus they're reasonably popular
 


hmmm, well the 5e PHB had 9, but if we're removing individual subspecies i think we want more species to compensate that each one will individually be providing less customisation options, i'm saying 10-12.

my shortlist would be:

goblin-hobgoblin
goliath
shifter

This is decent, though I might be inclined to keep gnomes over adding shifters.
