I also feel that "pulling a lever" is a bad example of something that requires hands to do as you can do such things with your mouth (for example).

Requiring hands, to me, would be things that include fine motor control - writing, sewing, picking a lock, etc.

But the chimp pulls the lever with its hands.

A chimp could also open a lock with a key (something even an intelligent wolf could probably not manage), type on a keyboard, and stab someone with a knife.

All subject to DM adjudication -- I'd probably rule that a person polymorphed into chimp form could use a sword in combat, at Disadvantage.
