A disturbing villain giggles like a little girl or doesn't laugh at all. Cenobites know how to laugh, or at least chitter.

Laughing like "MUAH-HA-HA-HA" only makes them sound like a hax0r kiddie.

Pfft! An insult to mad scientists and mentally-unbalanced theoretical mathematicians everywhere.

How can you be a dramatically over-the-top villain if don't live in a spooky castle on the hill and utilize proper evil laughter?

Okay, people. Here's a lesson in evil laughter.

If you have a tyrant, s/he should laugh in such a manner as to perpetuate his/her status. The laugh should be full-bodied and such that it throws the head back, reinforcing their position of authority. It should go something like this:
MMUUHHOOHHAHAHAHAHAAA.
It begins deep and ends deep and should have limited hysteria. Notice, there's no exclamation point. Essentially, this is your Lawful evil mastermind.

If you are dealing with a villain with delusions of grandeur, you will have a laugh similar to the tyrant, but not as deep:
HHHEHEHHAHAHAHAHAHAAAAHHH!
This is your Lawful evil lacky wannabe or your Neutral Evil mastermind.
Now, for the villain that's all about power for himself, and into Chaos, this laugh is very effective:
HUUUHHAHAHAHAHAHAAAAAHHH!!
This laugh is full of hate and malice just barely contained. This is a laugh of a battle-raging Great Red Wyrm.

The mad scientist laugh is always fun. It comes in two varieties. The classic:
MMWAAHAHAHAHAHAHAHAAAAA!!!!!
And the newer
BBWAAHAHAHAHAHAHAHAAAAA!!!!!
These both work fine, although the latter one is for the villain on the up and coming.

Now, for purists interested in the completely evil, depraved, loony-toony laugh:
HHHHAAAAAAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAAAAAAAAAAAHHHHHHHHHHHHHHHHHH!!!!!!!!!!!!!!
Clearly, this is The Joker laugh. Quite honestly, if you want a truly insane laugh, one doesn't get any better than this.

Pre-reqs: Cha 15+, spellcaster level 9+, evil alignment

Your evil diabolical laughter and ranting about plans for world domination act as the verbal components for your spells. This enables you to, say, describe how your undead minions will raze the city and cut the throats of virgins, while rattling off a maximized fireball or ranged Harm at the same time.

In inappropriate situations, I'm also fond of "...hem."

"Hey, the Blade Guild is perfectly legitimate, it's not like you have to, gosh, I don't know, sacrifice the heart of a paladin in order to enter or anything, bwa-hahahahahahaha... hem..." (as everyone turns to look at you)

I would like to call this thread's attention to the Slayers anime OAV episode "The Scary Chimera Plan". This anime has the best tactical use of an evil laugh yet seen.

Diol: "I can't deal with this."

I won't spoil what happens, but I assure you it was truly chilling.
