Psion's Bonus Power Points

Does anyone know if a Psion has a magic item that increases an ability score does the Psion gain bonus points based off of that new ability score?
For example if Dexterity was my primary ability and let's say it is a 17 and I have gloves of Dex +4 would I base my bonus points off of 17 or 21?

You get bonus power points based on the level at which your ability score has been stable for 24 hours.

So, you could get bonus points based on a Dex of 21, but wouldn't start doing so until you'd worn the gloves continuously for 24 hours.
