something i feel is missing from 4e is the 3.5 action point and its ability to modify die rolls. is there a consensus on ways in which to implement this kind of functionality that are relatively balanced?
i'm not crazy about the 3.5 version of adding 1d6 to a roll: the intention is to mitigate a bad die roll, usually when it's relatively important, yet your ability to mitigate a bad roll is dependent upon...a die roll.
at present i am considering a house rule that adds a flat +5. i know, it's powerful, but it's effectively an encounter power. in my game, the PCs don't usually hit many milestones, so it's a highly limited resource that works out more like a daily power than an encounter power.
