Question about shield use as a weapon

When you have improved shield bash and you use the shield as a weapon, without using the weapon you have in the main hand, do you suffer a penalty for offhand use?

Unless Improved Shield Bash explicitly removes the -4 offhand penalty when using a shield as a weapon, I would say yes, because that's the purpose of the Ambidexterity feat.

With out the Ambidecterity feat you would suffer the -4 to hit. And either way you'd only get 1/2 strength damage.
