Question on rebuking undead

An evil cleric (or a neutral cleric who worships an evil deity) instead rebukes or commands such creatures.

What is meant by "command"? How much control does a cleric have over the undead they've commanded? I'm assuming it's subject to the same restrictions as the spell Command Undead but what of the duration?

Player's Handbook said:
Commanded: A commanded undead creature is under the mental control of the evil cleric. The cleric must take a standard action to give mental orders to a commanded undead.
I interpret "mental control" to mean absolute, perfect, total control--no restrictions such as those that apply to command undead.

I'd say that commanding undead is similar to the command ability of dominate person, except that the undead gets no saving throw and can be commanded to perform self-destructive acts. The cleric gains no sensory link.

Undead remain commanded until the cleric releases them, as he might do in order to command a different group of undead under his limit of hit dice.

I would grant control equivalent to the control that a Summon X spell has. Fight to protect, give rough direction to (relative to int or language ability), or otherwise use the creature as he sees fit.
