Question on wizard summoning powers - Intrinsic Nature

I don't have the book with me, so I wanted some clarification on some of these summoning powers for a wizard.

Example, level 9 Daily, Summon Hell Hound

Intrinsic Nature:
If you haven’t given the hell hound any commands by the end of your turn, it makes its attack against at least one enemy, targeting as many creatures as possible. If it can’t target any enemies, it moves its speed towards the nearest enemy. In addition, you take 5 fire damage.

Now, if a wizard took this power, when does he take the 5 fire damage?
a) If he hasn’t given a command by the end of his turn?
b) If it can’t target any enemies?
c) Or, does it just always apply, since it’s intrinsic and is in a separate sentence?

Intrinsic is always an action taken if the wizard hasn't given any command, as read by the first phrase of the paragraph. So the answer to that is letter 'a'

Thanks - I had suspected that was the case, but it's not written very clearly. The 5 damage should be listed first, then followed by the other conditions (attack nearest enemy, or else move towards the nearest enemy)
