I limit the number of free actions IMC, but it scales with level, so up to 5th level you get one, up to 10 you get two, etc... It limits abuse but does not hinder what character SHOULD be able to do within the RAW.

I also allow sheathing on quickdraw.

I agree, which is why I have always wondered why there is no quick sheathe feat in any of the new books.

But in 3E, I don't think drawing ammunition or shuriken was defined as a free action, was it?

(Aside from the problems of mixing the 3E Monk with the 3.5 Exotic Weapon Master...)
