Races that have too much LA...

from Savage Species:that's elves.

Halflings have four skill bonuses of +2 each. So by those rules, they should be +1 LA as well. I think those rules are rubbish.

An elf's measly bonuses are not even close to worth a LA. Heck, they're pretty underpowered compared to all of the LA 0 races, IMO. I don't care what Savage Species says on the matter. Those are just general guidelines anyway. If they had intended that to be errata to give elves a LA, they would have said so.

Frankly, I agree that Savage Species' rules for LA are rubbish, as well as all the guidelines for LA I've seen before. There is no consistent, sensible system, and that's the problem.

I'd argue that automatic proficiency in both longsword and longbow and ability to spot secret doors without looking is worth almost an LA by itself.

Okay, the search bonus is hard to quantify but the ability to be automatically proficency in all martial weapons is a single D&D feat. Maybe a strong one, but it has been plausibly included as one. The ability to be proficient in 4 martial weapons is trumped by many classes and their proficiency with all martial weapons.

Drow get a +2 LA because (primarily):

1. They have an imbalanced ability score adjustment (+2 to Int, +2 to Charisma - added to the normal elf adjustments of +2 to Dex and -2 to Con)

2. Then they get SR (11 + class levels)

Their SLA are considered moot (per Savage Species) since a classes character can get them and they are limited to 1/day not at will.

They get Light blindness but this is to counteract their other bonuses:

They get dark vision 120 ft which is better than low light vision and at an increased range to the base dark vision.

They get a +2 Will save against spells and spell like abilities.

They still get the standard elf's resistance to sleep and bonus to saves against enchantments.

They still get the standard elf's bonus to Listen, Search and Spot checks and automatic Search for secret doors.

A +2 LA seems pretty reasonable to me.

No it is not a single feat.

Some classes have martial weapon proficieny which is greater than a single feat - since profiency in a single weapon is a single feat.

Try applying this to a non-warrior type of class and see how many feats are used up to duplicate this one. Wizard, sorcerer, cleric, bard, all would use up several feats to get the proficiencies listed.

There have been published WotC feats which did grant proficiency with all martial weapons. Militia is the most recent (from something of Eberron or other). There was a similar feat as a regional feat from an earlier Forgotten Realms sourcebook.

As noted by Nifft this exists as a feat in a Wizards of the Coast 2.5 Sourcebook:

Militia

Benefit: You gain proficiency with all martial weapons.

Source: Player's Guide to Faerun, page 41.

A human who is not in a martial class could use his bonus feat to take Milita and have proficiency with many more weapons than a elf could.

Well, it is and it isn't.

There is a feat that gives proficiency with all martial weapons, but it's a regional feat from Forgotten Realms, available only to characters from certain areas, and only at character creation: Militia.

Beyond that, there is not a widely available, prof-with-all-martial feat that anyone can pick up at any time.

So while there is such a feat, playing it off as something simple and easily taken would be disingenuous.
