I believe in one of the recent Dragon Sage Advice columns I read that any ranged touch attack spell (i.e. Ray of Frost) could be cast instead as a melee touch attack spell (i.e. Ray of Frost operating like Shocking Grasp).
I think this makes sense, as the AC of the target is the same in both cases. The only changes are that the caster must now deliver a melee touch (using their melee instead of ranged bonus) and the spell persists until delivered or released.
Can anyone point me to which issue this is discussed in or whether any information exists concerning this? Thanks.
