Any mere hero from any legend could be reasonably handled using the existing system, or a reasonable extrapolation of it.

Agreed. But in the case of James Bond, it's not. The things James Bond does are outlandishly epic by action hero standards. I also agree with the first poster that it would be hard to model Bond by Epic Level D&D standards.
