Run vs. Slow

I've always seen the "slowed" condition to just change the Speed -as mentioned on for example the character sheet- to 2 instead of whatever other value it normally mentions.
This, imo, by RAW, is "speed".
So yeah, a run would allow 4 squares, but come with all the disadvantages of it. Same with a double move (no other actions, chump).

This was my first attempt at using WotC customer support, and to be honest I expected the designers to be riding shotgun for the first few weeks to address problems, so in theory these would make it to the errata or FAQ. It is disheartening to see so much contradiction coming from their support center.

If they can't provide definitive, authorative answers, they should not respond. And if an answer is given, they should have a solution database that ensures they all give the same answer.

With all the questions pouring in I doubt they could ride shotgun on this, even if they stopped doing there primary job of making new books.

I prefer to go with no running allowed.

Slow is a decent effect if you don't allow people to increase there movement with things like run and charge. If you let them increase movement it can quickly become useless, except on really large battlefields with slow effects over many rounds.
 

I am not an olympic athlete but I go at say speed 6 if I was to be slowed with a fat suit or carrying a load of heavy shopping in carrier bags or whatever I would go at speed 2 but if I put extra effort in to moving by running I would still expect to go faster, maybe the extra two squares should be halved, maybe not but I should still go faster.

In keep on the shadowfell it says "You can't increase your speed above 2, and your speed doesn't increase if it was lower than 2." That to me says you move 2 squares, that's it. You can't run.

My question, can you still shift when slowed. I think you can but man does it feel wrong.

I'm wondering the same thing as well. In KotSF we slowed down some Kobolds, but they kept shifting around anyway. It certainly didn't feel right. One of the Dragonshields used a free shift, a move, and a charge to essentially move 5 squares and get to our front line, leaving me pondering why I bothered hitting it with Ray of Frost.
 


I would rule slow as follows:

target is slowed, reduced to 2 squares movement.

Can't up your speed, so things like running will be out.

A double move, however, is 2 seperate actions in one, and the player is sacrificing an action that ould have been utilized in another way to grab another 2 squares movement.
