Shooting at moving targets

I wanted to make a house rule so you could run/dodge. Here is what I came up with. Opionions?

You can make dodge-move instead of normal movement for a round. Dodge moving reducing your speed by one half. For every 15 feet you dodge move during a round you get a +1 dodge bonus to your AC (for ranged attacks only). A succesful tumble check (DC 20) doubles this bonus for every 15 tumbled.

New Feat to accompany rule (or even without it):

Tracking Shot [General]
Requirements: Dex 13+, Point Blank Shot, Precise Shot, Weapon Focus for weapon being used.
Benefit: You ignore your any dodge bonus to AC your target has when using a ranged weapon you taken Weapon Focus for.

The rules already exist.

When you "hustle" you retain your dex bonus to AC, and may dodge, if you have the feat.

When you "run" you lose your dex bonus to AC, and any dodge bonuses to AC as well.

Which means it's easier to shoot someone who's running full-tilt than someone who's jogging. This part of the rules has always struck me as silly.
 

He's not jogging.

If you were getting shot at, would YOU be "jogging"?

Heck no.

You'd be running serpentine, you'd be watching for arrows coming at you, you'd be making yourself a difficult target.

In other words, you'd get your dex bonus, and dodge bonus if you had one.

The problem is not with the rules, but with the way you're seeing what a hustle is.

Those rules have little to do with what I proposed. They just say you don't get penalized for moving faster and skipping your action.

I'm talking about getting a bonus for actively zigzagging and such. This can be combined with a standard action, or a double move, or a hustle (though not a run or a charge, which I forgot to add). Sort of like diving roling and coming up shooting (if using guns ... this was originally for Dragonstar) as opposed to just walking around, or dodging in place.

Right. Dex bonus to AC. If you're not trying to get out of the way of attacks, you lose your dex bonus to AC. If you're completely immobile, you have a dex penalty to AC of -5.

I don't understand why this doesn't handle what you're describing.
 

I understand your point, but I think it is harder to shoot someone dancing around in a five foot square trying not to be hit compare to someone moving faster and longer distances, rolling, jumping around, and zig zagging trying not get hit. That is what I mean by the rules not covering this.

I don't think a house rule is necessary, to be honest. Check out this thread. The Total Defense action does a good job of simulating someone staying on the move while zig zagging around and dodging attacks, especially ranged ones.

Yeah, but I wanted something that could be used as a MEA so you could still take a standard action. I was going for the "dive roll and come up shooting" scenario (again, prompted by my dragonstar campaign, less realistic with long bow, though maybe a crossbow).

I think this kind of thing would prompt the players to be a bit more creative with their movement descriptions, or at least make it feel a little more fluid.

Like I said, I've got John Woo movie image in my head for this.
