That seems incredibly jarring to me.

I would not say typical but I see no reason not to give it as an option. Remeber you have your choice to take other boons if you don’t think this fits your character.

Wish 1/day is pretty much better than most boons, and would be pretty hard to pass up, I'd think. But that's just my opinion.

If anything that shows the problem. A spell a wizard or sorcere can cast every day at 17th is not something that should be better then things you can’t get till 20th

Some people had asked which edition from the OP had wish only functional at the "max level". I found that in the Rules Cyclopedia.

I mean, "should" is a bit of a bold statement, but it certainly could be an epic boon if you prefer it that way. I don't think it would break anything (or fix anything, for that matter).
