Necromancy

Level: Sor/Wiz 3

Components: V, S, F

Range: Close (25 ft. + 5ft./2 levels)

Effect: Ray

Duration: 1 minute/level

Saving Throw: Will negates

Spell Resistance: Yes

A black ray springs from your hand. You must succeed at a ranged touch attack to strike a target. The subject suffers a –1d8-enhancement penalty to Intelligence, with an additional –1 per two caster levels (maximum additional penalty of –10). The subject also takes 2 points of damage per –1 enhancement penalty (this damage heals at the normal rate, it does not come back when this spell ends). The subject’s Intelligence score cannot drop below 1.

Focus: A glass skull that’s worth at least 10 gp.

I like it. It seems like something an Illithid concocted while on a diet.

The level, range, damage, etc. is all pretty good and on par with most of the other wizards spells. The only question I have is the duration. It seems as though the caster would have multiple opportunities to use this spell as long as the duration lasts, so if your target saves the first time you could try again with it. And if so, would multiple blasts stack? I like the limiting factor set to -10, (min is -4) and the relation to caster level.

You might want to include how the spell can be negated as well, such as with dispel magic or remove curse. If the subject was abandoned, would he heal the INT he lost at the same rate as damage, or is it permanent?

I like the thought of a necromancer handicapping another spellcaster by removing the ability, same as a clumsy rogue on a cliff wall.

The int damage goes away at the end of the duration. That's why it has a duration.

Myquestion is about damage. If the wizard does 12 damage to a creature with int 10, does the target take 24 damage, because they rolled a 12, or 18 damage because they only lost 9 int.

I'd also like to see a note on how the subject with 1 int acts. I assume they are reduced to animalistic behavior. They can still recognise friend and foe, but only really have attack, run and hide as options.
