There is no way WotC will ever allow extra arms to do anything you can't do with two, for the same reason they refuse to print a large race. They consider it unbalanced, and as a result you will continue to see half-measure after half-measure for certain concepts, and it will continue to be unsatisfying.
Read the rules upthread, the Thri'Kreen can do more with four arms than a Human can with two. Within certain parameters.

Maybe, need to parse this:
You can use a bonus action to start the Bladesong, which lasts for 1 minute. It ends early if you are incapacitated, if you don medium or heavy armor or a shield, or if you use two hands to make an attack with a weapon.
The second one is grey in this situation. Can I use two hands to attack with two weapons?

Said parameters exclude a LOT of things a person with four arms should be able to do, including numerous things four-armed fictional characters have been shown as doing.

Yeah, youre right. It doesnt work for the shield.

But.

Cant do: use two hands for ONE weapon attack.
(No greatsword.)

CAN do: use two hands for TWO one-handed weapon attacks.

The bonus action still forces a dilemma, such as offhand versus cantrip.

Meanwhile the "medium armor" is for free from the carapace.

Exactly. As much as they tout story and the fiction, and as much as the players and referees seem to, story and the fiction take a far second seat to the mechanics. They always will.
 



Or one rapier, one shield and two short swords.

With extra attack you can make one attack with a rapier, one with a short sword and an offhand atrack with the short sword.
Can you actually wield two shields?
I am not sure about that.
I think it's written somewhere that you cannot. It might have been the UA with the thri-kreen in it.
