Ever seen a halfling ranger using spiked shield bashes as his off-hand weapon? 1d6 damage light weapon. 
No longer. Shield spikes now do 1d6 on a heavy shield, 1d4 on a light shield for Medium equipment, 1d4 and 1d3 for Small; and bashing with a heavy shield is a one-handed, not a light, weapon. Shields are once again primarily for defense, limited to a secondary role for offense.
