I'd say that Braka has two things in mind. He'd vengeful, but also incredibly pragmatic. He wants to punish the Federation, but also wants to profit through his actions. Control is ownership. He can likely still freely pass the mines, without setting them off, so I doubt that his "business" is curtailed in any real way.

Don't forget that the burn reduced the Federation from more than 350 worlds down to just 38. By the time of Starfleet Academy it is back up to 60+, but that's still a much smaller volume of space to enclose than it would have been in previous eras.
Yeah but it’s still an insane ridiculous area. That said as a force field it would have been “bat guano insane” but as a sensor net it’s a lot more believable

Basically big risk big reward. If he pulls the trigger he wins…but he can’t gloat, can’t intimate, and can’t profit off of that space.

Or he holds them captive but keeps the sword of Damocles over his head.

We all know option 1 is the right call but villains got to villain
