No, but the show hasn't gone too in depth as to the origins of the Jaffa. The Jaffa probably have been engineered at some time by the Goa'uld, since the males (I think only the males) die if they're not implanted with a symbiote upon reaching puberty. Obviously the Jaffa wouldn't have originally been like that, and it's entirely possible that the Jaffa were bred from Humans. That's not quite accurate. And not all humans are culled if they're unsuitable hosts. It seems to vary with each System Lord. After all, those folks on Abydos were not hosts, they were just slaves.
