Huh. For me, due to the openness of 4E, I tend to use Rule Zero far more effectively in 4E then I could ever pull it off in 3E. I get to do the "frak it, this sounds way cooler" effect in 4E (due to the improvised DC / damage tables) then I ever could in 3E. Any application of Rule Zero in 3E led to the inevitable rules lawyer trying to argue XYZ rule should give precedent to...etc etc. Would drive me insane.
That said, I fully support standardization of Rule Zero. Hell, make it Rule One. I feel like 3rd and 4th Edition both catered too much to the players at the expense of the DM.
