Nobody can. It's because we haven't had any proper decades since then. Nobody talks about the noughties or the 10s as having any particular cultural identity.
The 2000s had a definitely feel I would say. There was a sound to a lot of the music, there was a feel to the movies and clothing styles were pretty distinct from the 90s (I feel like the 2000s were the era where everyonel collectively decided to go back to being D bags for a while: I wanted to use a more polite word but I can't think of anything else that captures the vibe of the time). I think by the 2010s, there was less centrally shared culture around music and movies because of the internet so when you look back, you think more in terms of online culture than TV, music and movie culture (which I think are our normal shorthands for decades).
