Unfortunately balance meant 1 Jedi (Luke) and 1 Sith (reborn Sidious).
The balance happened before that. Two Jedi, Yoda and Obi-Wan and two Sith, Vader and The Emperor.

don't be ridiculous. There is a huge difference, and nothing in the lore suggests that you need a teacher to go from knight to master.

The Jedi Master class in the game is a set of mechanics built to describe people who have mastered the the arts of force use and knowledge in the ideological tradition of the Jedi.

The title of Jedi Master could easily be given to someone who doesn't even have the knoweldge to deserve it, but they wouldn't have levels of the PrC. Likewise, someone who has continued their study in exile, but whose foundational instruction is from the Jedi, could take levels of Jedi Master.

And Ashoka has no connection to the knowledge of a Jedi Master. She is not a member of the Jedi tradition and does not adhere to the Jedi Code, so she cant take levels in Jedi Master!

From the rules:



She is not a member of the Jedi Order. Her journey in the Jedi tradition from Padawan Learner ended when she left the order after being offered the rank of Knight. She never reached the 'final destination' of Jedi Master.



She hasnt done this either; either be a Knight or train a Padawan to Knighthood.

And most importantly:



Ashoka Tano does not adhere to the Jedi Code. She is no longer a member of the Jedi force tradition, and as such she cannot become a Jedi Master, any more than she could become a Sith Lord.
None of that actually precludes her taking levels in the Jedi Master PrC.

All it precludes is her taking the title. That's it.

There's a difference between being able/trained to do something and being allowed to do something. Ahsoka could be capable/trained for being a Jedi Knight/Master/(whatever you were arguing about), even if the Council didn't approve of it.
