She never got the approval of the Council to become a Master, and she does not adhere to the tenets of the Jedi Code to become a Master. She hasn't adhered to the tenets of the Jedi since 19 BBY when she renounced and left the order.
How do you know? Leaving the order doesn't have to mean that she gave up on the tenets of the Jedi.
Here is the Jedi code. In no way is she adhering to those tenets, so there is no way she can become a Jedi Master (short of the Council reforming and granting her permission).
Let's see...

Jedi are the guardians of peace in the galaxy.
She was acting as the guardian of those poor villagers. She sought to protect them from the empire.

Jedi use their powers to defend and protect, never to attack others.
She went after the woman in charge, but it wasn't a vendetta and was nothing that Obi-Wan and other Jedi haven't done on their missions.

Jedi serve others rather than ruling over them, for the good of the galaxy.
She doesn't seek to rule. She sought to protect. She also wouldn't train Grogu, because he had too much fear and anger. A very peaceful Jedi way of looking at things..

Jedi seek to improve themselves through knowledge and training.
She does this.

That's the entire code which she adheres to. Or at least did in the episode we saw.

No, there is just the Force (expressed as the Cosmic and the Living force).

The dark side is not a cancer. Its just one method of harnessing the Force. Using negative emotions and feelings like aggression, hatred, fear and anger. The other method of harnessing the force is via peaceful contemplation, calmness and passiveness (the light side). There is also a method in the middle:

If she doesn't want to take the levels she can't.

I had a similar character once. Could use a lightsaber and some tricks but couldn't take levels in Jedi Knight.

I didn't want to join the order or consider myself a Jedi. In game it's also easier during the imperial era.

In the end I think I threw the lightsaber away as well. Had members of the Rebellion point blank ask if I was a Jedi.

One smarter one asked if I could use Jedi like powers which kinda had to admit to as I used move object on an AT-ST.

Basically don't try and have your cake and eat it as well as get Jedi traditions but not the responsibility of those PrCs or the drawbacks of them.

I'll let PCs aim for those PeCs if they want to in imperial era just be aware it's a big red flag.

Personally I would start my own "order" and do a Jedi rule of two.

Yes the text does preclude her from becoming a Jedi Master. It expressly precludes her.

The text for entry to the prestige class says this:

She must adhere to the tenets of the Jedi Code to become a Jedi Master. Not 'should', must.

Anakin was precluded from taking Master levels because the Council refused to grant him approval (despite being 12th level, and otherwise qualifying, and being appointed to the Council himself). Ashoka is precluded from taking those levels (and being a Jedi Master) because she does not adhere to the tenets of the Jedi Code.
That isn’t rules text, it’s flavor.

The bendu was shown to be wrong in the end, because guess what happens to any group or system or person who tolerated the dark side and tries achieve “grey balance”? Oops! They fall to the dark side! Every time.
 


What episode is that from?
I couldn’t tell you what episode literally anything is from, ever. Not how my brain works. I don’t know the title or number of literally any episode of anything I’ve ever watched, even my very favorite things. 🤷‍♂️
