And I think the main problem with it was that it can give the party's casters 2 turns in the same round so they can nuke stuff real fast (or summon lots of minions quickly to beat the enemy down).
 


Eh, its not as bad as most people think. Sure, you can use it on your caster and have them dump a lot of spells out and end the encounter quicker, but what is he going to do once he runs out of spells and runs into more encounters later that day? I think dumping spells out quickly to get combat over with quickly is countered by not having those spells for upcoming encounters. Its a risk the players have to weigh, since the DM determines how many encounters he'll be throwing at the party in a given day...

Yes, it is as bad as people think.

3.0 haste did the same thing. And got nerfed.

The argument "Casting spells faster makes the caster run out of spell faster" is an old argument, and has - each and every time - been proved incorrect.

Yup. Otherwise, you could extend the argument to it's logical extreme:

"Wizards should be able to cast any number of spells per round until they run out, since then they won't have any more for the rest of the day."

For high level casters, the second spell could be a low level spell of which they often have plenty and this could make spells like Summon Monster II would a lot more effectively.

I agree that number of spells is only going to matter if there are a lot of encounters in that given day. Plus, hitting the opposition harder and faster might actually preserve resources on average making the party able to fighter longer than with the slower rate of spells.
