Here is a tidbit from my game world

Instead of the standard Elves I have the Lords and Ladies the fae realm

+2 ECL
+2 Dex, +2 Charisma
PHB Elf Stuff
Bonus Sorcerer Spells, treat as apprentice level Sorcerer and allow bonus spells known based of Charisma for any level. This stack with any existing class
Immortal
Immune to Disease

Prefered Class (4)
Sorcerer
Bard
Spell Singer
Spell Dancer


Personality
Think Celtic Myth, Terry Pratchetts Lords and Ladies , and just enough Tolkien to make em playable

Typical NPC' are about 3-4x the level of a human equivilant.

They would be higher but Elves are not in a big hurry to do anything.

Since a typical Human is about 3rd level, say a level 3 expert. THis a 20 something professional

An elf craftman (craftelf?) would be a 3/6 Expert/Sorcerer

Thats an everyday NPC

Typical Leader types among humans are about 10th level, Good generals thats sort of thing-- this is like a 45 years old 20 year vetern. He might be a 5 fighter/5 warleader

An elf would be a Fighter 8 Sorcerer 12
Huntsmaster 8 or similar-- This is an epic level charcter of course.

this guy is several hundred years old with acfcrued bonuses to INT and WIS and no deterioration to Physical Stats

He would also have as many magic items as a typical PC---

Thanks goodness elves are scarce eh?

For ECL +2, I'd say you deserve more. My suggestion is hand-picking some spell-like abilities rather than giving everyone some pitiful level 0 spells. Perhaps Whispering Wind 1/day, (1 level 1 Transmutation) 1/day, (1 level 1 Enchantment) 1/day, (1 level 1 Conjuration) 1/day, and (3 cantrips) 3/day, where different individuals might know different spells.

If you really want to develop this ability, create some specific Sidhe bloodlines with specific (Sp) abilities. (This would also eliminate out-of-flavor spells, like Shocking Grasp or Grease)

Just my suggestion though. I'd recommend looking at Drow elves to see what ECL +2 might grant.

To clarify the spell abilities, the Sidhe get 3 zero level spells plus bonus spells if charisma is appopriate

IE if the character if first level (any classes) he will get bonus level 1 spells

If level 4, level 2 spells

If level 6, level 3 spells (Charisma allowing)

and so on
 

One aspect of the sidhe that i always enjoyed was their ability to create an emotional response in anyone who sees them. This is more from modern stories, than gaelic myth I know. What if you give them a similar ability.

Below is something from my games. Changed only slightly for your use.

Sidhe Awe: The character gains a +4 Bonus to all Charisma based checks, and once per day the character takes on the appearance of a Faery Lord, causing any who oppose them to make a will save or be unable to do so. (Save equal to 10 + ½ character level + Cha Modifer)

Generally, a race shouldn't have more than one Favored Class, or the choice of two (chosen at 1st level) or FC: Any.

The choice of Sorceror or Bard would work well. As far as I know, unless you have homebrew core classes, Spell Singer and Spell Dancer are Prestige Classes, which don't apply to XP penalties. There's no need to make them Favored Classes.

Other than that, I'd say it looks about right for ECL +2.
