it's not about real life time, it is about offering more flexibility and interesting decisions. If I regain everything on a short rest, then I short rest after every encounter, no decision needed as to what skill to use when, no consequences to going all out in this encounterAt you table, how much real-life-time is taken up by the party taking a short rest?
At my table 80%+ of the time it's the GM saying "OK you rest. Spend HD and regain whatever you get" and play resumes after some people roll a few dice and update their HP tally sheets.

The question is, which of my several spells should I spend one of my two spell slots on, of which I can probably use one safely? Or should I use both of them, at the risk of not having one in the next encounter? Or do I save them to use both in the next encounter? Or should I use my 1/day Mysytic Arcanum? Maybe if I use both my spell slots now, the Mystic Arcanum will be enough to get me through the next fight without a spell slot.not if there are no interesting choices.
