Throwing a weapon with each hand?

One of my players is questioning the possibility of having a character throw a throwing axe with each hand. Are there any rules specifically allowing this or is just not posssible? What would be the penalties and how would TWF factor into the equation? I see no real problems with this in terms of game balance (honestly, how many handaxes can you really carry and have access to?). Also, how would a buckler affect this? Would it limit motion in the wrist and penalize the throw?

Thats just fine. Rather than quote the whole TWF section here is the bit mentioning throwing weapons

Thrown Weapons: The same rules apply when you throw a weapon from each hand. Treat a dart or shuriken as a light weapon when used in this manner, and treat a bolas, javelin, net, or sling as a one-handed weapon

You would have to have an axe in each hand to start with or have the quick draw mechanism or similar - especially useful when you get extra attacks from a high BAB

The buckler would give a -1 penalty to hit with that hand

Two-handed fighting with thrown weapons works just like it would for melee (PHB, p.160).

I'd recommend taking the Quick Draw feat, though. Returning handaxes are also, as are bags of holding or portable holes, in case you want to have really, really many handaxes with you.

Of course, the very best in throwing-weapon specialists are multiclass rogue/monks with two weapon fighting feats and enough monk levels to get good flurry of blows ability... Since shuriken are a special monk weapon, you can flurry with them. Sure, they don't do much damage, but that's what sneak attack is for. (And in our campaign, we have a special pouch magic item for shuriken that imbues the shuriken with magic like a ranged weapon would, since shuriken are treated like ammunition for purposes of loss/destruction and cost, but have no "weapon" that throws them. If you have such a thing, bonus dice from various weapon abilities can also be deadly. Mmm. +1 human bane pouch of Zuoken.)

(P.S. Okay, I didn't actually take many levels of rogue, nor any two-weapon fighting feats, and sneak attacking at range is difficult. But still, the few times I was actually able to perform a +1 human bane shuriken flurry sneak attack against a human were... fun!)

Reminds me. According to the DMG magical shuriken don't appear to be priced like magical ammunition.

Assuming they're still destroyed, that indeed makes them way too expensive.

I suspect there's an error in the table.

Right. I've been waiting for it to show up in errata, but not yet, AFAIK.

If you have the Complete Warrior, a Master Thrower is exactly what you're looking for. If there are any SD3 fans out there, the Palm Shot is a wonderful way to replicate a 'Flying Swallow Toss'!
