Regardless, isn't this a moot point? I don't think any campaign is at terrible risk from arcane casters that multiclass into assassins. This tactic is far from any exploit in my opinion due to the glaring drawbacks. Sure, they can use a Time Stop and use the rounds observing the enemy in order to make a death attack, but why not skip the process of making such a convoluted character build and spending a 9th level spell slot in order to just cast an outright save-or-die spell?
