Wow, I've never noticed that part of the item, kinda skimmed the top before and looked it over. Nice!
 

They cost well over 30,000 gp, though. Granted, they do a few other things, but always seemed a tad too pricy to build a character around, unless starting at very high level...

That is right. It is too expensive. But there are some ways to make it cheaper: making it a relic, add a restriction like only class X can use... Talk to your DM!
This item is one of the things that reduce the MAD of my monk/sorcerer of the other thread. It is really cool.

oohh now this is sweet! Is this with kicks only? IMO I would think a CHA item would be something in common view, like a vest or cloak, belt, a sash, but a pair of charismatic flip flops...just doesnt sound right!

but yes, this is exactly what I was looking for. A way to make 1 stat work "most" for a pc.

If the cost of this item is 30,000. What would happen to this cost given the following restrictions given during its creation.

-only usable by "good aligned"
-must have 14+ CHA to activate
-dont work under water
-doesnt apply to any missiles only melee

this would cheapen the price by?
 

According to Dungeon Master's Guide, page 282, if the item requires an specific class or alignment to use, it cuts the cost by 30%.
If you change it to a relic it would have a discount of 400*spell slot level*minimum cleric level as said in Complete Divine, page 92.
Also, take a look at the item, it already requires a specific skill to use its full power, so I think it can't drop the cost by 30%... That's the rules that I know of.

I was looking at removing all other bonuse of item and just going for the CHA to replace str for all ranged and melee attacks, and still retian the prerequisite of having to move 10', and the item will be boots not slippers.

DM ruled in favor and would more than likely receive an approx 50% reduction in price, but he will research and let me know. The NPC that is making item is doing so at his cost because our party just saved his temple/town and people.

So I think Im going to get my 28 cha bonus to hit and damge, I already have it to saves & initiative (Paly & swift blade) so this is going to work wonders as my PC has but a 12 str!

and having a race and alignment restricvtion would not stack? If so I would get the +9 from my cha for very VERY cheap!

I think the rules don't cover it. But I would not allow them to stack. This equip is too good to be too cheap.
The rules of making equips are vague and don't cover well magic items that don't follow a specific spell. Striping the other powers of is the same of making a brand new item, with just the CHA to Attack/damage. The rules don't cover that type of ability, so it would demand for DM to fill this issue with houserules.
