IF you get hit by Touch of Idiocy twice, does the damage stack? How about Touch of Idiocy, then Ray of Stupidity?

Touch of idiocy like Ray of Enfeeblement applies a penalty to attributes. Penalties (from the same source) do not stack.

I'm not sure if I know the Ray of Stupidity spell - is it from the SC? Does it cause a penalty, too? Or does it do ability damage?

Ray of stupidity deals int damage, so yes, a single application of said spell will instantly KO any foe with a low enough int score.

not entirely off-topic, but wasn't there a spell of this same sort that does Cha damage that people routinely use to drop animals and the stereotypical 'dumpstat' warrior?

i could've sworn it was a ray or something.

Well, there's the 'Ego Whip' psionic power. I don't know if there's a spell with a similar effect.

Shivering touch deals dex damage, none that I am aware of for cha damage.
