Tower Shield Documentation

Hey folks! I know the tower shield rules have been addressed ad nauseum in the past. Can anyone point me to a web page with the latest official/sage rules? I think there was a Dragon Magazine article on this in issue 280, but I do not currently own that issue.

I've got the classic animated tower shield scenario brewing, and I need to refresh my memory on this issue.
