Two weapon fighting

Ive got the 3.5 manuels and were playing out of those. The barbarian took two weapon fighting for his new feat. it says it takes -6 off your secondary hand penalty, and -4 off your main hand penalty. Whats the original penalty? I coulden't seem to find it myself in the books but maybe im just blind?

Original penalties are -6 (primary hand) and -10 (secondary). It's on pg. 160 of the 3.5e PHB.
