In another new Unearthed Arcana (these things are coming out fast right now!) the cleric receives a new Divine Domain option: the Twilight Domain; the druid gains a new Druid Circle option: the Circle of Wildfire; and the wizard gains a new Arcane Tradition feature: Onomancy, the magic of true names.

So it wasn't something that would appeal to people, so it didn't make it in. They are interested in people's responses without context, so they can release product that appeals to people who lack context. That's the whole point.
It didn't appeal to people because they didn't know what to do with it.

A tin opener wouldn't appeal to people until tins where invented.

It depends on how you look at it. One way is "X subclass is very specific to setting B", in which case you probably need to know that it is for setting B. On the other hand, "X subclass is often thought of in terms of setting B, but we expect it to be widely used outside that setting even though it shows up in a setting B book" is also reasonable. In that case, you probably wouldn't want to put the setting in the UA, since "how well does it fit setting B?" will be more of a confounding factor in the subclass review than they want.

There was also the suspicion that WotC was taking another pass at trying to shoehorn the Artificer into the Wizard chassis.

I can't imagine that made enough of a difference to drag the approval ratings below the threshold, and if it did...it wasn't worth the time to WotC to pursue.

Same here, they could go a lot of different ways still. What is clear is that they wanted to try out at least one Subclass of all 13 Classes in the game, we'll see if they do more.
Oddly, though, Archivist is in Rising judging by the Roll20 preview. Could be they will reprint it, though.

Nuts do not belong in food. And coconut isn't even food-- coconut is the food equivalent of the packing peanut. ;)
This hurts my Thai and Indian food loving heart.

Also...the one single thing I miss more than anything since finding I am diabetic, is Baby Ruth candy bars. God they’re so good. I keep meaning to learn to make my own with stevia baking sweetener mix, but I know it won’t be the same...
