In 2002 we only had about 250 people vote, I wasn't able to locate the poll for last year to see how many people voted.

You got my vote, TB. I think that's all that really matters.

What I find odd is that of the people I voted for, one didn't even need my vote, while the others won't get the job despite my support.

And where's Col Hardisson? It just won't be the Ennies without him.

Post count shouldn't matter, and it doesn't. Take a look at thepost counts of the current leaders. Sure, Crothian's got over 17,000 posts. But Teflon Billy's got fewer than 1800, and Cthulhu's Librarian has fewer than 1000.

Unless we do the elections blind - with the candidate's names withheld and their campaign plugs scrubbed to remove evidence of identity - name recognition and/or popularity will always be a factor. Some parts of this are a bit annoying, but other parts are a selling point.

That sounds more than a tad bit like post count to me... It’s not the only factor but yes it does contribute. I've never said that the highest 5 post counts would win. I myself didn't vote for the highest 5 posts counts.
