Warlock Curse Question

Not sure if this has been asked before. I looked but did not see it. Anyway, onto the question...

The Warlock's Curse states that:

"Once per turn as a minor action, you can place a
Warlock’s Curse on the enemy nearest to you that
you can see."

Later on it says:

"You can place a Warlock’s Curse on multiple targets
over the course of an encounter; each curse requires
the use of a minor action."

Now the question that came up is this. If the nearest enemy to the Warlock is already cursed, can he then target the next nearest enemy that is not cursed? In other words, is "the nearest enemy to you that you can see" mean "the nearest enemy to you that you can see that is not already cursed"?

Or should it be that if the nearest enemy is already cursed the warlock will have to move to get closer to the non-cursed enemy to then be able to curse that one?

This is how I've been using it, although I have no RAW justification to back me up. It just seems like it makes sense and is keeping with how I think a walock's curse would operate.

I think that if it was the latter then it would say so. The warlock is supposed to move around a lot. Allowing the warlock to benefit from staying still doesnt make much sense. You must keep moving closer to different enemies in order to curse multiple enemies.

If the nearest dude is already Cursed, you need to move or kill him.

Well myself and another player in the group thinks it is also the latter. But of course the player of the Warlock in questions thinks (and was playing it) as if it was the former.
