the target must be an allied devil of lower level than the pit fiend.
So if the pit fiend can polymorph you into a devil then charm you, then use irresistible command - well then you're just hosed.

It referred to 'devil' allies, as far as I recall. Nothing about summons. So PCs are probably safe from shenanigans of this kind, at least.

Of course, this is hardly an improvement from a vermisilitude point of view...

Lord of Hell: Traitor! DiedieDIE!

Lord of Hell: Are you loyal to me?
Pit Fiend: Yes!

In a game I played, Fey Step was blocked by an intervening wall. It may not have been correctly blocked, I can't vouch for that, but it implies line of effect is required at a minimum.

Can't speak for line of sight.
