What classes are 'less' dependent on magic item loot?

You can completely do away with magic items.

According to a post Mearls made on therpgsite, the math works out perfectly well if you give a +1 to hit/damage/defenses at 3rd level, and every 5 levels after that.

4e is much less magic-item dependent than 3e, but they still make a difference.

Also, as other posters have noted that "all classes are equally dependent on items" you wouldn't have to throw Level +4 encounters at them (which always seemed a bit "unrealistic for fantasty") to me.

In the second case, you wouldn't even need a house rule or to mess with classes, you just don't throw unreasonable encounters (unless you run a campaign where the PC's are not coddled, and expected to "run" once in a while ;) [tongue in cheek reference about coddling..I TPK'd the party on a playtest against level+3 kobolds..just not in kots)
