I didn't vote as I have two choices. However, my choices would be
1. True20 with an Elements of Magic:Mythic Earth (or Revised) magic system
2. 3.5 DND : Not a complete list, but close:
a. Fewer Absolutes as per Sean K. Reynolds web article
b. Slower Leveling from the DMG
c. Removing Level Drain
d. Removing XP Costs to cast certain spells. I like the rules from Pathfinder
e. Removing XP Costs for building items. I like the Magic Item Creaton rules from Artificer's Handbook (Mystiic Eye games)
g. Action Points that work like Mutants and Masterminds Hero Points
h. Races: The nonbiological aspects of race made into feats as per 4e
i. Occupations as per d20M, but also granting some extra ranks as per Modern 20
j. Class based defense, but not 4e method
k. Streamlined 4e Saving throws
l. Add the Green Ronin Shaman and Witch to the PHB.
m. Add the Myrmidon (AEG) to the PHB as a hybrid arcane warrior and rename it
n. More skill points for classes with 2+Int
o. Clerics: spontaneous divine casting per UA, but with 2e style spheres and more focused spell limits based on domain.
p. Sorcerer with bonus metamagic feats, UMD and more charisma skills
q. Specialist Wizards as per UA specialist wizard variant abilities.
r. UA style class variants (e.g, battle sorcerer, barbarian hunter, cloistered cleric, urban ranger, martial rogue, and wildernes rogue) and the spellless ranger and paladin variants from Complete Champion.
s. Armor and Weapon proficiencies from classes only granted to first level characters. Otherwise they can only be granted via feats or bonus feats
t. Saving throws: Characters use a unified save bonus. The good save bonuses, become a one time bonus granted to first level characters only.
u. Magic Item creation as per Artificer's Handbook (Mystic Eye Games)
v. Arcane Magic works like Elements of Magic: Revised or Mythic Earth.
w. Combat Maneuvers as per Book of Iron Might (Book of Iron Might). Include sample stunts in the PHB,. Include both the rules for building new maneuvers and the web enhancment cheat sheet in the DMG
x. Book of Iron Might (Malhavoc) Stunts
y. add the mob template to the MM
z. Advice telling the DM not worry if feats and skill points for their NPCs and Monsters are not exact.
