What exactly do you mean by full maneuvers? Each combat tradition in Level Up has 15 maneuvers that are spread across 5 degrees (the martial equivalent of a spellcasting level). And each martial in Level Up is proficient in 2 to 3 combat traditions. I really don't see a martial gaining all of the maneuvers of a single combat tradition.Having full maneuvers and being a half caster is overpowered in Level up too.

fighter 1-3/herald x. fighter gets you the fastest maneuver progression in the game (and access to perfect assault), herald gets you a ton of exertion from converting spell slots (and the ability to perfect assault multiple times a fight). you can go fighter 1 for more spell slots and herald features or fighter 3 to pick up brute and replicate spell slot smiting.Ferald? The conversation was about making the Ranger get magic as a subclass. @Micah Sweet said they would be preferable.A Fighter would get their 5th degree of maneuvers around 16th level.
A Wildborn Ranger would get their 5th degree of maneuvers by 17th level and their 4th level spell slot by 19th level.
Both characters would be considerably powerful by then, and that's assuming that the adventure they were being run-in got that far. Most adventures don't go that far in terms of level.
