I'm surprised spanish is doing so (relatively) poor in this thread. Isn't Spanish by far the most popular foreign langauge studied in the US, where about 75-80% of EN Worlders are from?
Taking two years of Spanish in High School, as I did, wouldn't have had me claiming I could read it. I can read Spanish because I lived in Argentina for two years. My Russian's also a bit spotty, but I took four semesters of college Russian, and once upon a time I was OK at it.

The poll doesn't really address level of proficiency.

If you can't read kanji then you can't read Japanese.

I used to be between 1st and 2nd grade literate in Japanese, now I'm way back in the realm of illiteracy. Woo! Time to start practicing.

I guess that leaves English and Spanish...

Of course. We can't two duodimensional polls. Otherwise I would have added, for each language, different categories (none at all, a handful of words, can read short and simple texts, can read magazines, fluent, mothertongue).

Since we can't, I drawn the line at "can read short and simple texts".
