What's broken/overpowered? What's weak?

Yes, of course the odds of it happening are better*. The odds of provoking opportunity attacks and using an encounter power to give that ally something like 3 +/- 1 temporary hit points (if you are the charisma-based kind). I just don't get why when the warlord is expected to be in melee, they give him a bunch of ranged utility powers, as opposed to close bursts or some such. In this case, he has little control over when to use it and it really doesn't do all that much.

*Side note: Odds are, the warlord really doesn't get to shine much in small parties.

What sort of action is this power we're discussing? I assume that since it happens on someone else's turn, it is an interrupt, or something along those lines? Do these provoke opportunity attacks? And is the amount of temporary hp gained worthwhile in comparison to other warlord utility powers of that level if the warlord isn't subjected to an opportunity attack in the process?

I'm just tossing out ideas here, I haven't got the books.
 

Half-elves are weak?

Meet Saul the Soft-Spoken, 1st level half-elf paladin. This guy can hit hard with Cha-based attack powers, and soak up attacks thanks to high AC and 3 minor-action surges, each healing 11 hit points.

Half-elf Warlocks are bad news as well, of course.

You don't get the warlock multiclass feat, just the power. So no Bluff.

Yes, it's an interrupt that would typically occur on an ally's turn, when the enemies are able to make opportunity attacks. The effect though not negligible is relatively small. Saul the Soft-Spoken above gains the same with an at-will ability, and with a level 1 daily, the warlord can grant everyone within the same range that amount plus 5, a bonus on defenses for the rest of the encounter and deal 3[W] + Str damage. As it is, it is way too conditional for my tastes, considering the benefit.

Hmm, human is close but still better I think.

I guess it really comes down to how valuable Dilettante and Dual Hertitage are. Maybe they are better than they appear, but not seeing it right now.

I've been giving the Half Elf some thought, and I think 2 changes would help:

First, allow the Dilettante power to be an Encounter power of another class used as a Daily instead of an At Will used as an Encounter, if the player chooses. Encounter powers are significantly better than the At Wills, so IMO this option strengthens the race a bit, even if the frequency of the power's use is still reduced.

Second, replace the utterly useless Group Diplomacy power with a +1 to Ref saves. The fluff text talks about their agility and nimbleness, but no crunch supports that currently... this does.

I think that together, these changes are enough to make the half elf at least closer in power. Also, you have all missed noting 1 additional Half Elf bonus: they start with 1 additional language. They get 3 starting languages while the other races get only 2.

Can you explain why the two don't stack?
